Mr. Becker is a practicing attorney licensed in Minnesota since 1994. He has worked for a leading pension consulting company and a large Minneapolis law firm before starting his own practice in 1999.

Scott works with third party administrators and employers/ businesses on staying in compliance with federal and state regulations for employee benefit plans. This includes ERISA, retirement and welfare plans, drafting and updating plan documents, designing formulae, and implementing and maintaining plans in compliance with current federal and state tax laws.

He also advises companies on general corporate procedure and drafts agreements on a wide variety of transactions for his clients. 

In addition, he has worked on many mergers and acquisitions for his clients, with several being in the multi-million dollar range.

While not the central focus of his practice, Scott has also worked on estate planning matters for his clients. Estate planning involves the basics of Will and Trust drafting, as well as advanced tax planning, including maximizing the use of current tax laws to transfer property to heirs and descendants.

Finally, Scott has taught seminars nationwide since 1995 on a variety of topics in the benefits field, including:

Dave Racer earned a Masters Degree from Oxford Graduate School. He is the author/co-author/editor of 44 books, of which 14 deal with healthcare reform - many specifically pointing to healthcare finance.

Dave has lead dozens of webinars for healthcare finance professionals, and spoken across the country about healthcare reform.

Dave is a member of the National Association of Health Underwriters and its Minnesota chapter. Most MAHU members know that Dave has served for many years as the MAHU Legislative Committee Research Director, and has staged many CE courses for agents all across Minnesota.

He is a member of the Board of Directors of the Minnesota Physician-Patient Alliance (MPPA) with whom he has staged two major physician conference.

Currently, Dave is writing a book on the physician-patient relationship with Dr. Lee Beecher, MD, a retired psychiatrist.

Outside of healthcare, for 17 years Dave has been teaching American Government and Student Senate, two courses of which he conceived and wrote all the course materials.
